Circulation Service

The AASTU Library Circulation Service manages the borrowing, renewal, and return of library materials. It ensures that all users have fair and organized access to the library's print collections.

Library User Cards

Access to borrowing services requires a valid library identification card. Cards are issued based on user category:

1. AASTU Students and Staff

Members of the University community must present a valid AASTU University ID card to use library services.

A University ID automatically grants access to:

Borrowing books
Reading and study spaces
Digital Library access
Other circulation-related services

2. External Users

External users who wish to access AASTU libraries must obtain an AASTU Library User Card.

Types of External User Cards

The library provides two types of membership cards:

Short-Term User Card
Valid for less than one month
Long-Term User Card
Valid for 1 to 6 months

Requirements for External Users

To obtain an AASTU Library User Card, external users must provide the following:

Mandatory Requirements
One recent passport-size photo
Valid identification document (e.g., Kebele ID, passport, or employment ID)
Completed library membership application form
How to Apply

All applications for short-term and long-term Library User Cards must be completed at the Documentation Section of the library. The Documentation Section will assist with:

Application submission
Verification of documents
Card issuance and activation

• Borrowing Rules

Detailed borrowing rules and policies are available at the Circulation Desk. These include loan periods, item limits, and special collection access.

• Loan Procedure

Present your valid library card and selected materials at the Circulation Desk for checkout. Library staff will process the loan and provide the due date.

• Renewals & Fines

Materials can be renewed if no holds exist. Overdue fines apply per item per day. See the fines table below for specific rates.

Renewals, Loss, and Fines

All library users are responsible for the materials borrowed under their name. Items that are lost, damaged, or not returned by the due date are subject to penalties according to library policy.

Book Renewal Procedure

Borrowers may renew their books by visiting the Circulation Desk with the items they wish to renew.

The desk assistant will:

1. Check the book's due date and eligibility for renewal
2. Withdraw and reissue the book in the system
3. Update the due date on the book card
4. Provide the borrower with the updated card for signature

Note: Renewals may not be allowed if another user has requested the item or if the borrower has outstanding fines.

Fines for Damaged or Lost Books

AASTU Library imposes overdue penalties to ensure fair access to resources.

Overdue Fine Rates (per day, per item)
User Category Fine (ETB)
Undergraduate Students 10 ETB
Postgraduate Students 25 ETB
Faculty Members 50 ETB
Administrative Staff 50 ETB
Borrowed materials returned damaged are subject to repair or replacement charges.
Lost books must be replaced with the same or newer edition, or the borrower must pay the replacement cost determined by the library.
Borrower cards (pockets) may be confiscated for repeated violations.

Fine Payment Procedure

Library users must follow the steps below to settle overdue fines or replacement fees:

1. Collect a payment invoice from the Documentation or Circulation Office.
2. Deposit the required amount to the University's CBE Bank Account:

3. Submit the payment receipt to the office that issued the invoice to finalize the process.

Note: Any staff or student who refuses to pay fines will be restricted from library service and subject to other administrative measures.
